Review before release

A reviewer opens the queue, downloads the exact file in storage, and publishes or rejects it. You cannot approve your own mod unless you are an admin.

The author can re-upload a rejected or failed version under the same number. A published version cannot be replaced.

An admin revocation removes the file from download. The link then returns 410 and the reason.
